The Jefferson County Committee for Economic Opportunity, a Community Action Agency, is an extended family of 450+ staff who are concerned and committed individuals with high regard for others, who also believe that all people, regardless of their income or social status, are entitled to a life of decency and dignity. JCCEO has developed a solid reputation for its programs and outreach to the community that help low-income residents move toward self-sufficiency and improve their lives.
The Low Income Home Energy Assistance and Alabama Charitable Trust Programs provide heating and cooling assistance. Crisis assistance requires that at least one household member have a documented health problem and require a controlled environment. A current seasonal utility bill (power, gas, propane, etc.) and proof of income are required.
The JCCEO Emergency Assistance Program provides crisis intervention assistance for eligible, low-income individuals and families in urgent need to quickly alleviate their crisis circumstances.
The JCCEO Home Weatherization Program weatherizes homes to make them more energy efficient, cooler in the summer, and warmer in the winter.
What To Bring To Your Appointment
Monthly Income Documentation for the month prior to your appointment date. Acceptable proof of income is (weekly or bi-weekly) pay stubs; SSI/Social Security Award letter; pension, VA, retirement, and/or TANF documentation; child support documentation; and/or unemployment verification. NO BANK STATEMENTS ACCEPTED. • Any 18-year-old household member in high school must provide legitimate high school enrollment information. • Head of Houshold reporting zero incom should provide Food Stamp Certification Letter, along with a completed NOTARIZED form 125 (found on JCCEO.ORG website) or at Midfield Energy Office, completed by a non-family member. • Any household member 18 years or older who is not in high school and report zero income must provide a completed "Notarized Statement of No Income," LIHEAP Form-125. This notarized verification of zero income must be completed by a non-relative, reliable source not living in the household for the prior month. • Clients paid on a weekly basis must provide all four (4) of their paycheck stubs; Bi-weekly two (2) paystubs for the month prior to the appointment. • If the household income is less than the amount of household rent or mortgage payment an individual (adult family member or friend) makes a monetary contribution to the household, that individual must complete and provide the JCCEO Monetary Contribution Statement Form or payment arrears form from the Landlord/Mortgage company. • All forms can be found at www.jcceo.org on the Energy Assistance link. They also may be obtained at the JCCEO Energy Office in Midfield Clients who do not provide adequate income verification will not be assisted and will be required to schedule a new appointment. Social Security Cards for all household members (the actual cards or a copy of each card). A birth certificate is required for children 5 years old or younger. A Picture ID - Bring a current picture ID of the person making the application (who must be the Head-of-Household or their spouse). Your Current Utility Bill - This bill must be in the Head-of-Household or spouse's name. The address on the bill must match the verification of residence address. A physical (paper) copy of the utility bill is the only acceptable proof of utility services. An image of a utility bill from an electronic device will not be accepted. If your service is off, you must provide the following: - A printout from the utility company stating what is required to restore service; and - If 59 years of age or younger, a medical statement stating a medical condition that requires utility services not to be interrupted. Non Biological Parents must provide custodial or legal guardianship papers. Your Original Doctor's Statement is required for all Crisis assistance (if you have a health condition that will be aggravated if an interruption of service occurs). Some exceptions will be considered for children five and under and individuals aged 60 and above. Verification of Residence, which can include the current lease, deed, property tax card, or mortgage payment book in the Head-of-Household's name. NO RENT RECEIPTS will be accepted. Section 8 residents must bring their current certification letter. All clients with zero income or income less than housing expenses must provide documents verifying how housing expenses are paid. Documentation from your landlord, Mortgage Company, or family member is acceptable. Family member verification must be notarized. You must report on time to the scheduled location and have all required documentation for your scheduled appointment. Being late for your appointment and/or missing documentation will result in your appointment being rescheduled.
